Youth workforce development remains a priority of global development efforts, with increasing attention being focused beyond education and training and into labor market outcomes. Despite this, the methods used to understand employment through monitoring and evaluation are highly varied, both across and within organizations. While much is being measured, the multitude of methodologies, and prevalence of custom indicators, inhibit cross-program data gathering and understanding. This lack of consensus and consistency is particularly significant in regards to the formation and function of outcome indicators.
This event brought together the Community of Practice, practitioners, and stakeholders to explore this issue and seek to answer the following questions:
- What are the “best” indicators for measuring youth workforce development outcomes?
- How have these been measured in the past, and what can we learn from those experiences?
Participants also had the opportunity to join a working group in Measuring Employment Outcomes for Workforce Development and submit a shared recommendation for future implementation to better understand the role outcomes play in standard indicators that will allow for enhanced comparison across programs, foster the emergence of best practices, shape the future of the field, and identify opportunities to plug into the Workforce Connections Community of Practice activities and learning grants.
